It looks like the body of a skinned mountain lion that has been in the water for quite a while.

They have been showing this on the news alot. Its not a turtle without a shell because without a shell a turtle would look basically like a head and legs, the shell is the turtles spine so it wouldnt even be intact. Ive heard that it is a dog that fell off someones boat and had been in the river for a while.
