MagScot is wrong. However, his explanation for what is going on here is right (although there is no bending of light). The problem is that this is not a hologram. A hologram has two projectors intersecting to form a picture which is three dimensional and requires no water to project onto. The picture stands out simply in the air (or even in a vacuum).

Holograms work by 'bending' light and projecting it onto a solid surface. For example glass, or in this case, water spray. Wherever the water spray si - that's where the projected hologram (from the base where the lights are) can be seen.
