Actually the cat is kneeding on the dog. Some cats don't sink their nails in too deep - or the dog has a thick coat of fur. Looks like they both content!

He's not using the dog as a scratching post- that's what cats do when they get nice n'comfy, it's a remainder of their babyhood, when they did that to get more milk out of mama....my cats always did that to hairy pillows and teddy bears!
