It's not a saw. It's called a "Bucket Wheel Reclaimer" and it's used to mine ore. The wheel at the front rotates and the "saw teeth" you think you are seeing are really buckets that pick up ore. Once the buckets are upside down the ore drops onto a conveyor belt at the back of the machine. That's the long, tail-like contraption you see behind the main center unit housing the drive units - electric motors, gears, cables, etc.
