Theres laws that say you cant fish in certain locations. Also you never know what the man was doing other then finshing, for all we know he could have a little dog as bait.

How do you know he's getting a ticket? Maybe he's getting crazy-guy-fishing-from-sewer's name so when he murders a family of four next week they know who he is.
