This is what I got from babelfish from the first line of the sign: "lay-by asks cleanings! With offences order adversity procedures are introduced." So make of that what you will!

The sign is in german, and the first line tells people to keep the lay-by clean.

Always use a pooper scooper to clean up behind yourself! A rough translation would be: Keep the lay-by clean or you will get fined. Why in the world they chose that picture as a sign... I have no idea. :)
