Actually its called a dynamite chair. This prevents someone from falling a sleep, well, if they do they will fall, thus keeping them awake.
Must feel good..hmm!
That is a steel ganky stick it is a standard 5ft tall pole used to straighten out the tracks. But here is look like it is missing a good 2ft of pole.
