I found nine, look around the street lights, and the brid, it is only thier faces though.
I mean around the little concrete things that look like lights
seen it, and a lot better ones

There are 7 people in this picture, 2 standing in the arch, 1 baby carried by one of them, one formed by their outlines, two in the clouds left and right top of arch, one smudgy one in clouds top right.
Sorry there are nine, two more formed by the pot, maybe the shadow on the cobblestones is supposed to be another.
